A few scenarios immediately jump to mind when I look at this picture. Either that red-winged blackbird is EXTREMELY lazy and is using the hawk as a form of public transit, or the hawk is actually some kind of avian aircraft carrier and its rider is a short range fighter, ready to attack at any time.
Who knows, maybe the rest of the squadron has already been deployed.
